There are many multi-tier programs that reimburse the commissions on referrals. But, if someone persuades others to join for the programs without being an affiliate himself, is it allowed by the merchants and networks. Say, I know some publishers and make them join a particular network or program. I will promise a lower commission than provided by the program and have my share. This way I will act as negotiator. The principal amount will be received by me and I will distribute a part of it to the affiliate.

I read about sub affiliates and may be some networks or merchants allow it. But, I am not sure if its true and if there really are any such programs. There is one more thing I want to know. Do affiliate networks or merchants have projects for intermediary services?
