They have a report spam by users in place
they allow users to flag advertisements as spam through a reporting module, and all you can advertise to the demography using FB is zip/email submits stuff. That being said they'll bury ur flayers in no time.

I've dabbled. Got banned in a couple of hours, mind. The rules are far from affiliate friendly.
